Enhancing Padeleu Kendari Citizens' Legal Awareness Through Restorative Justice in Conflict Resolution

Abstract
Juridical capacity asymmetry at the local agency level frequently triggers jurisdictional bias in responding to communal conflict resolution. Traditional deliberation practices mistakenly conflate minor civil disputes with absolute criminal offenses, remaining highly vulnerable to triggering formal justice system violations. This applied research intervention aimed to reconstruct communal adaptive capacity utilizing Participatory Action Research. Through transformative actions involving mediation simulations, community leaders were empowered to precisely establish jurisdictional boundaries. Baseline data represented an acute juridical comprehension deficit, yet endline evaluation confirmed a rational transformation: local agencies now demonstrate the proven ability to mediate civil cases while absolutely avoiding formal police investigation obstruction. This social cocreation produced an autonomous Standard Operating Procedure guideline, solidifying restorative justice forum institutionalization. This comprehensive social emancipation model offers a novel, standardized alternative resolution architecture. Reinforcing structural change institutionalization ultimately proves to be one crucial instrument for entirely ensuring legal defense program sustainability at the grassroots level.
