Optimizing the Performance of Buol Regency Government in Supporting Regional Student Associations

Abstract
The constitutional mandate to empower civic participation in Indonesia currently conflicts with rigid digital public financial management systems, specifically the SIPD-RI platform. Employing a socio-legal methodology, this study analytically examines the administrative friction between grassroots student associations and local government agencies within Buol Regency. This research utilizes Lawrence Friedman’s Legal System Theory alongside UNDP Good Governance frameworks. The empirical findings reveal a systemic clash of norms wherein substantive constitutional youth empowerment is entirely subordinated to algorithmic administrative compliance. Culturally fluid student organizations remain structurally disenfranchised by corporate-level verification metrics, engendering a profound institutional digital divide. Furthermore, a deeply entrenched bureaucratic culture of defensive administration exacerbates this legal bottleneck. To resolve this regulatory deadlock, local governments must enact asymmetric derivative regulations classifying youth groups as specialized cultural entities. Institutionalizing targeted digital administrative assistance will successfully harmonize strict fiscal accountability mandates with the equitable facilitation of grassroots civic spaces, ensuring substantive justice.
